China Used Car Export Licence Explained: What Buyers Must Verify

Updated 9 September 2026 · 5 min read Compliance Due diligence

Quick answer: exporting used cars from China is legal and licensed. Since 2019 (expanded nationwide in May 2023), exporters must be registered with commerce authorities, and every vehicle needs its own per-vehicle export licence before customs will release it. Before paying any Chinese seller, verify three documents: exporter qualification, the per-vehicle export licence matching your VIN, and a consistent commercial invoice. Without the licence, your car cannot legally leave China.

China's used-car export industry went from prohibited to licensed in a few short years. That regulatory framework is good news for overseas buyers — it created a paper trail that makes fraud verifiable. But it also means the market splits into licensed exporters and unlicensed middlemen who "arrange" cars they cannot legally ship. Here is how the system works and how to check a seller in ten minutes.

How the licensing system works

  1. Company-level qualification. The exporter is a registered Chinese company with used-car export operations filed with commerce authorities (MOFCOM system) and an active foreign trade operator filing.
  2. Vehicle-level licence. For each car, the exporter applies for a per-vehicle export licence Authorities check the vehicle's title, registration history, mileage record and compliance status before issuing.
  3. Customs clearance. The export licence, commercial invoice, packing list and certificate of origin together clear the car through Chinese customs at the port of departure.
  4. Destination-side documents. The same document set (plus bill of lading) supports clearance and registration in your country.

The three documents to demand before paying

DocumentWhat it provesWhat to check
Exporter qualification (business licence + export registration)The company is allowed to export used cars at allCompany name matches the contract; filing is current
Per-vehicle export licenceThis specific car is cleared to leave ChinaVIN matches the car you are buying; issued before sailing
Commercial invoiceThe declared transaction valueValue matches the bill of lading and payment amount — mismatched invoices create destination customs problems
Our practice: export licence, invoice, packing list, certificate of origin and bill of lading are all issued in-house and shared with the buyer before the vessel departs — see how we work. If any seller refuses to share documents before full payment, treat that as the end of the conversation.

Red flags of unlicensed middlemen

  • Prices 15%+ below every licensed exporter for the same model and mileage.
  • The contract company differs from the company receiving payment.
  • "We will arrange the licence later" — the licence is issued before customs, not after sailing.
  • No reference bills of lading from previous exports.
  • Full payment demanded before loading is confirmed.

Why this also matters at your end

Destination customs assess duty on the invoice value and cross-check it against the bill of lading and export documents. A car exported through irregular channels produces inconsistent paperwork — triggering inspections, delays, or re-export orders at your port. Buying through a licensed exporter is not just about legality in China; it is what makes your own clearance predictable.

Frequently asked questions

Can I export a used car from China myself, as a foreigner?

No. The export licence is issued to registered Chinese companies. As an overseas buyer you purchase from a licensed exporter; you cannot buy domestically in China and self-export.

Does the export licence cost extra?

The licence and China-side export paperwork are part of the exporter's service and should appear transparently in the quote. If a seller quotes a "licence fee" that only appears after payment, ask why it was not itemised upfront.

How do I verify a company's registration?

Ask for the business licence (with the 18-digit Unified Social Credit Code) and cross-check the company name and code on the contract, invoice and payment account. All three must match. Our own registration details are published on the About page.
