How to Import a Used Car from China to Russia (2026 Guide)

Updated 17 September 2026 · 8 min read Russia Import process EAC / GOST-R

Quick answer: Importing a used car from China to Russia is legal, and Russia is a left-hand-drive market, so Chinese LHD stock is directly compatible. Total landed cost is the FOB price plus freight (sea to Vladivostok 28–32 days, or 12–20 days overland via the Khorgos gateway) plus EAC/GOST-R certification, an age- and engine-size-based duty, and 20% VAT. Order-to-registration typically runs 45–55 days by sea.

Russian demand for affordable, low-mileage Chinese and Japanese-brand used cars has stayed strong, and China's export pipeline now serves it directly — BYD, Geely, EXEED, Haval, Toyota and Lexus units retired from Chinese fleets often cost well below EU or local equivalents. But the process hinges on three things buyers get wrong: LHD-only eligibility, EAC/GOST-R conformity, and a workable payment channel under current banking restrictions. This guide walks through every step for a Russian buyer or reseller.

Step 1 — Confirm eligibility and budget

Russia drives on the right, so only left-hand-drive vehicles are eligible — Chinese stock is LHD, which is exactly what you need. Decide whether you import as an individual (personal use) or a company (resale), then build a landed-cost budget:

Cost itemTypical amountNotes
Vehicle FOB price$7,000–$32,000 depending on modelSee current stock for reference pricing
Sea freight to Vladivostok$1,300–$2,600 Ro-Ro · $600–$1,500 per car in a shared 40HQ containerPlus onward rail to Moscow
Overland / rail via Khorgos$900–$1,800 per unit (door-to-Central Russia)12–20 days; faster for Siberia/Central Russia
Marine insurance0.2–0.5% of valueIncluded if you buy CIF
Import dutyAge- and engine-size-based (see Step 6)EUR per cm³ for cars over 3 years
VAT20% of dutiable valuePaid at clearance
Broker + local fees$250–$600Conformity filing, terminal, inspection
Rule of thumb: for a 3–7 year old, 2.0L petrol SUV, landed cost in Central Russia often runs roughly FOB × 1.25–1.45 once duty and VAT are in. Always get the exporter to quote FOB and CIF so you can model the duty base yourself.

Step 2 — Choose a licensed exporter and vehicle

This step decides everything downstream. Before any deposit, verify:

  • Export licence: the seller must hold an active Chinese used-car export qualification, and each vehicle needs its own per-vehicle export licence. See our guide China used car export licence explained.
  • Inspection documentation: demand a bilingual (English/Chinese) inspection report — ours is a 158-point check backed by ChaBoshi, one of China's leading inspection providers.
  • Live video: a real-time walk-around on WhatsApp, not edited photos. We record loading videos for every shipment.
  • Reference shipments: a serious exporter can show bills of lading and previous Russia/CIS destination feedback.

For Russia, petrol SUVs and crossovers (Toyota, Lexus, Geely, EXEED, Haval, Changan) and increasingly BYD EVs move fastest. Confirm the model's parts and service availability in your region before committing.

Step 3 — Contract, trade terms and payment

Sign a contract that fixes: vehicle price, refurbishment scope (if any), the trade term (see EXW vs FOB vs CIF — first-time importers should take CIF), documents included, loading date and penalty terms. Pay a 20–30% deposit, balance against loading confirmation or bill of lading copy.

Payment channel: because many international USD and card rails are restricted, settlement is most often in RMB or through cross-border RMB corridors. Agree the exact banking route in the contract and use a verifiable escrow or trade-assurance mechanism where available. Never release the full balance before loading is documented.

Step 4 — Pre-shipment preparation (about 20 days)

Inside China the exporter handles: refurbishment and detailing, the final inspection, export paperwork (commercial invoice, packing list, certificate of origin, per-vehicle export licence), and loading. In a 40HQ box you fit 3–6 vehicles and receive the container seal number and photos; Ro-Ro units ship drive-on/drive-off.

Step 5 — Shipping to Russia

Two practical routes:

  • Sea to Vladivostok (28–32 days sailing) then rail to Moscow / St Petersburg — best for Pacific-origin or larger batches.
  • Overland / rail via Khorgos (12–20 days) — fastest door-to-Central-Russia and Siberia, and avoids the Vladivostok rail leg. This is the route we recommend for most Russia-bound shipments.

Your tracking references are the bill of lading number and (for containers) the seal number. See our guide shipping times from China for the full route table.

Step 6 — Customs clearance and registration

At a Russian customs terminal, your broker files EAC (Eurasian Conformity, CU-TR) certification backed by GOST-R documentation. The Chinese export licence and bilingual inspection report underpin the shipment. Duty is calculated on the dutiable value and depends on the car's age and engine displacement:

  • Used cars over 3 years: roughly EUR 1.2–3.5 per cm³ of engine displacement, scaled by age band, plus a value component for newer vehicles.
  • 20% VAT on the dutiable value (vehicle + freight + insurance + duty base).
  • Smaller, newer, lower-displacement engines are proportionally cheaper to clear.

Once cleared, register the vehicle with the GIBDD after a technical inspection, and arrange Russian insurance before plates are issued.

Frequently asked questions

Can an individual import a used car from China to Russia?

Yes — both individuals and companies can import a used LHD vehicle. Companies importing for resale handle additional trade formalities; individuals import for personal use. Minimum order from Chinese exporters is typically 1 unit.

How long does the whole process take?

About 45–55 days by sea (20 days in China to loading, plus 28–32 days sailing to Vladivostok and onward rail), or roughly 30–40 days overland via Khorgos. Sharing a container lowers per-unit cost and can tighten timing.

What documents must arrive with the car?

Commercial invoice, packing list, original bill of lading, certificate of origin, and the Chinese used-car export licence — all issued in the buyer's name and matching the VIN. Your broker adds the EAC/GOST-R conformity declaration at Russian clearance.

Are Chinese EVs a good import for Russia?

Yes — BYD and other Chinese EVs are in strong demand and ship best by container (RoRo has lithium restrictions). Confirm cold-weather range and regional service coverage before committing, and budget for the same duty + 20% VAT base.

What is the biggest risk, and how do I avoid it?

Two: (1) an unlicensed middleman who cannot issue the per-vehicle export licence, which blocks legal departure from China; and (2) a payment channel that fails mid-deal. Verify the exporter's qualification, agree an RMB/cross-border settlement route up front, and never pay the full balance before loading is documented.
